This was a potentially dangerous project that required careful management using a comprehensive hazard identification and risk management process. The Diploma team successfully managed hazards such as exposure to asbestos, noise, falls, heavy equipment close to personnel, contact with live services, traffic management, and deep excavations.

The project commenced by demolishing the single-storey building on the site and removing bitumen and boundary walls from the car park. Sand was removed to approximately 3 metres below existing levels. The total volume of sand removed was between 16,000 and 20,000m3. Soldier piling was erected along the boundaries and measures were taken to protect a heritage listed church located at the boundary.

Tilt panels up to 12m high were manufactured on site and erected from the boundaries at basement level. This allowed the internal area of the building to be constructed while maintaining crane access to all work areas.

The project underwent numerous document changes throughout construction as major elements of the building were redesigned.
